Video shows 'it takes two seconds for them to decide to end a human life,' neighbor says

Reverand Ashley Horan, who lives a few blocks away from the shooting site, got visibly emotional when NBC News showed her cellphone video that appears to have been taken by the ICE officer who shot Renee Good.

“It is terrifying to watch the callousness with which they approached her,” Horan said. “It takes two seconds for them to decide to end a human life and then to demonize her at the moment that they have just shot her in the head.”

Horan, who is involved in ICE watches in her neighborhood, said that Good could have been anybody and that she feels her neighbors are not human in the eyes of ICE and DHS forces right now.

“And until we have a government that sees all the people in this country as human, none of us are safe,” Horan said.

Horan pushed back on narratives from people who are saying that Good was part of a broader left-wing network, working to attack, doxx and assault ICE officers.

“They use words like terrorism and agitation. No. their agenda is to paint this community as out of control, as full of terrorists. We’re just people we are here in this neighborhood, loving each other, protecting each other,” Horan said.

Restructuring under Trump leaves fewer avenues for ICE accountability

Minnesota leaders and demonstrators are calling for accountability after an Immigration and Customs Enforcement officer shot and killed a 37-year-old woman during an operation. But the Trump administration has restructured key federal agencies in ways that leave fewer avenues for investigations that could determine whether the officer’s response was overly aggressive, legal experts said.

At the same time, there is no sign immigration raids are slowing, or that the tactics used by Homeland Security officers will change; federal officials said their efforts in Minneapolis would continue, even as tensions rise.

The Department of Homeland Security has substantially cut back staff and sought to shutter three agencies, the Office for Civil Rights and Civil Liberties, the Office of the Immigration Detention Ombudsman and the Office of the Citizenship and Immigration Services Ombudsman, watchdogs that are tasked in part with investigating instances where there was a misuse of or excessive force by officers and agents. DHS officials have said the divisions were “roadblocks” to immigration enforcement operations.

A whistleblower report sent to Congress last year alleged that as a result, hundreds of complaints were left and that staffing had been cut so much that the agencies could not properly do their mandated work. Homeland Security officials have said the agencies are now just better streamlined.

Six arrested in protests in Portland overnight, police say

Protests unfolded in Portland overnight and were peaceful overall.

However, six people were arrested and accused of disorderly conduct, Portland Police Chief Bob Day told reporters today. He also said "a couple of officers" were "slightly injured."

He said there was one "force event" that did not involve munitions, which he said will be throughly investigated.

Portland chief said woman wounded in shooting was previously accused of prostitution

When asked if the two wounded in the Portland shooting had a criminal background, Day said the woman had previoulsy been arrested and accused of prostitution in Washington County. 

He said the man in yesterday's shooting was present when a search warrant was served in Washington County. 

“I don’t know if they were together. I don’t know if that was simultaneous, but that’s the information that we received,” Day said. It's unclear when those incidents occurred.

Two shot in Portland linked to Tren de Aragua gang, police say

Portland Police Chief Bob Day said the two people wounded in a Border Patrol shooting yesterday "do have some nexus to involvement with TDA," referring to the gang Tren de Aragua.

The two were identified by the Department of Homeland Security as Luis David Nico Moncada and Yorlenys Betzabeth Zambrano-Contreras. Yesterday, a DHS spokesperson said that the passenger in the vehicle was a Venezuelan in the U.S. illegally who was affiliated with TDA and had been involved in a recent shooting in Portland, and the driver was a TDA member.

Day told reporters today that police have confirmed a connection to the gang. He said there was a shooting in northeast Portland in July, and the victim informed police that the suspects "were associated with TDA." He said that investigation is ongoing.

He said there’s been “involvement with the two people who were shot yesterday by the federal officers through some criminal cases out in Washington County.”

The federal government has deemed TDA a foreign terrorist organization linked to crimes including murder, extortion and drug trafficking.

Minneapolis Public Schools to offer online learning option in wake of ICE shooting

The Minneapolis school system will be offering an optional online learning opportunity "for families who may need it" through Feb. 12. Classes were canceled this week following the fatal shooting of Renee Nicole Good on Wednesday.

Students can return for in person classes on Monday, but with the option for remote learning, Minneapolis Public Schools said in a statement today.

In an email sent to families, the district said that "given recent safety concerns due to the increased presence and action of federal law enforcement in Minneapolis," a temporary online instruction option for families will become available for middle and high schools students on Jan. 12, and elementary students on Jan. 13.

The districts also asked guests to limit unplanned visits due to the heightened safety precautions and to move “as swiftly as possible” during pick up and drop off.

Students were encouraged to travel to and from school in groups, “as well as to remain observant and aware," according to the email.

"In light of the fear, concern, and pain in our community this week, on top of what many have been experiencing for some time, MPS reaffirms our commitment to ensuring that every student has access to a safe and welcoming learning environment," the email read. "We continue to partner closely with the City of Minneapolis and other partners to coordinate responses to what’s happening in our city."

U.N. calls Minneapolis ICE shooting ‘deeply disturbing’

United Nations spokesperson Stéphane Dujarric called video of the fatal shooting of Renee Nicole Good “deeply disturbing” during a press briefing today.

Dujarric said that the U.N. hopes the FBI's investigation will be carried out “thoroughly” and that people will be brought to account.

Indivisible plans 'nationwide outpouring of grief and mourning' for Renee Nicole Good

The liberal grassroots group Indivisible said its chapters in cities across the nation have scheduled more than 1,000 vigil-style events to honor Renee Nicole Good this weekend.

Good, the 37-year-old mother fatally shot by an ICE officer in Minneapolis, has mobilized people who haven't typically been politically involved but are outraged by the shooting, Indivisible co-founder Leah Greenberg said in an interview.

“A lot of people are shocked and horrified," Greenberg said. "Folks who maybe aren’t paying attention to this stuff normally are poking their heads up and saying, ‘What the hell happened here?’" 

Indivisible held a group-wide call that drew more than 45,000 people, and she said event plans started flooding in immediately.

"You're going to see a nationwide outpouring of grief and mourning for Renee Good and for all of the victims of ICE," Greenberg said.

"What you're going to see coming out of this is a widespread understanding, across broad swaths of America, that this is an unaccountable secret police force that needs to be reined in dramatically," she added.

Cellphone video from ICE officer shows fatal Minneapolis shooting

NBC News has obtained what appears to be the cellphone video filmed by Jonathan Ross, the ICE officer who fatally shot Renee Nicole Good in Minneapolis on Wednesday, during the deadly encounter.

The video begins with Ross getting out of his car and approaching Good’s maroon Honda Pilot SUV from the passenger’s side.

In the video, cars are heard honking, sirens are wailing, and people are blowing whistles.

The video shows a black dog in the rear passenger-side seat of the SUV looking at Ross through an open window as the ICE agent walks around the front of the car to face Good.

She is wearing a knit hat and a flannel shirt with a red hoodie underneath and is seen smiling at Ross with her left arm hanging out the window.

“That’s fine, dude, I’m not mad at you,” Good said.

Sen. Tina Smith calls removal of local investigators 'unacceptable'

Sen. Tina Smith of Minnesota condemned the removal of local authorities from the FBI's probe in Minneapolis and expressed concern over the future of the investigation. “How can you trust that there would be a fair and unbiased investigation?” she told NBC News.

“They called Renee a domestic terrorist before they even knew her name. That does not look like fairness to me," she said.

DHS identifies 2 people shot in Portland, calling them 'suspected Tren de Aragua gang associates'

The Department of Homeland Security identified the two people shot in Portland yesterday, calling them “suspected Tren de Aragua gang associates” in a post on X. 

DHS said the driver of the vehicle, Luis David Nico Moncada, illegally entered the United States in 2022 and “was RELEASED into the country by the Biden administration.”

The department said the passenger, Yorlenys Betzabeth Zambrano-Contreras, played a role in a Tren de Aragua prostitution ring. She entered the U.S. in 2023, according to the post on X.

Yesterday’s shooting occurred during a targeted vehicle stop in which the driver allegedly tried to run over agents, a DHS spokesperson said.

Protesters march through Minneapolis to site of fatal ICE shooting

At least 1,000 people marched in south Minneapolis last night toward the location where a woman was fatally shot by ICE, as freezing rain poured down.

As the crowd came down the street toward the makeshift memorial set up for Renee Nicole Good, a chorus of voices could be heard as a protester with a megaphone led the emotional, peaceful crowd through a series of chants.

When they arrived at the end of the residential street where Good was shot and killed as ICE personnel asked her to move her car, the protesters stopped and gathered closely together as rain pelted the large crowd.

“Say Her Name! Renee Nicole Good!,” the demonstrators chanted, along with calls for justice and “Money for jobs and education, not for cops and deportation.”

Caroline, 46, who asked that her last name not be used to protect her family’s safety, said: “It’s obviously not safe here. They are attacking our neighbors.”

Caroline said she felt tonight’s protest showed the spirit of Minnesota,

“This is our community. This is America. This is Minnesota,” she said.

Protester Muna Hassan, 28, echoed the sentiment. “We’re just one people. We are here to protect each other as a community,” she said.

Earlier, a crowd of protesters outside the Bishop Henry Whipple Federal Building were met with a line of federal officers, including from some from Border Patrol. The officers fired tear gas on the crowd at one point yesterday morning, pushing back the demonstrators.

Former neighbor of Renee Nicole Good calls her death 'senseless'

A former neighbor of Renee Nicole Good described her and her partner as quiet homebodies who lived in their home with a young son and didn’t appear to be activists.

“I can’t see this having been like a premeditated thing on their part, and I think it’s just senseless,” Jennifer Ferguson told NBC News, adding that she lived across the street from the couple for a-year-and-a-half in Kansas City, Missouri.

“I just pray that we don’t have more violence over it,” said Ferguson, 43.

During an election year, Ferguson said the couple never flew flags or planted political yard signs. She never tried to discuss politics with the couple, Ferguson said, describing the nature of their interactions as lighthearted and friendly.

Her daughter used to play with their son, she said.

Ferguson said the couple had been planning to rent a cabin in Canada for six months and left Kansas City in December 2024. 

“I think they had been considering it before the election, but after the results, it was like, less than a week later that she told me that they would be leaving,” she said.

Asked about the heated rhetoric surrounding Good’s death, Ferguson said the event was being “twisted.”

“I don’t think we really know what was going on with her yet,” she said.

A woman who said she was on the street in Minneapolis facing the front windshield of the car when Good was shot told NBC News that no immigration officers were in front of the car when the shots were fired.

Betsy, who did not want her last name used to protect her family, said she was on the east side of Portland Avenue when she saw the shooting.

The officers were not in front of her car the moment this all occurred,” said Betsy, who shared videos of the aftermath of the scene. “She was attempting to move her car away from the cluster of cars and the agents south on Portland Avenue, and the agents who fired the shot were standing next to the vehicle, not at all in front of it.”

Betsy said that after the shots, Good’s car headed in her direction, but because everything happened so quickly, it didn’t occur to her to move. The car crashed about 4 feet in front of her, she said. After the car slammed into parked cars, a woman from the other side of the street ran to the driver’s side of the car and threw open the door to check on the driver and told her to call 911, she said.

Betsy said she called, but did not get through. Federal agents then began moving to the vehicle and were holding out their firearms and yelling at people to get back, she said.

“At that moment, I got really scared, and I kind of ran to a yard of a house I was standing in front of to get behind a fence,” she said. “I was really afraid.”

D.C. mayor calls Minneapolis killing 'completely avoidable'

If we don’t want Immigration and Customs Enforcement officers in communities, “we have to stop funding ICE,” Washington, D.C., Mayor Muriel Bowser said at a Q&A session last night.

Asked about the shooting of Renee Nicole Good in Minneapolis, Bowser said it “looked to me like — very bad, and I’m not a police officer, I’m not in law enforcement — but what I saw was completely avoidable, and a woman died.”

She added that to her, it was a reflection of “people who are unaccustomed to urban policing, trying to police in an urban environment.”

Terrified, but together, neighbors honor slain driver at memorial

Dozens of people braved freezing rain last night at the somber site of a makeshift memorial for Renee Nicole Good, 37, who was fatally shot by an ICE officer in Minneapolis.

The memorial, which witnesses said was where Good’s car crashed after she was shot, was lined with flower bouquets and lit by dozens of candles. The scene also featured signs reading “Peace,” “Remember” and “ICE Is Mafia.”

“If it can happen to this person, it can happen to anybody,” Tim Ross, 31, said at the site. “It’s important to occupy a space like this, but it’s also very hard to be this close to an event that’s traumatic, not just to the person that experienced it, but to the entire community.”

Amalia Perrier, 23, said the neighborhood is shaken. “There are no words for how shocked the community is. It’s just terrifying.”

Perrier said she wanted to show up for the immigrant community amid the increase in enforcement operations.

“I think all of us are really fatigued and exhausted watching our neighbors being kidnapped and taken out of their communities,” she said. “I think the least we can do is just show our support and show up.”

Amanda Gorman, 2021 inaugural poet, writes poem for woman killed in Minneapolis

Poet Amanda Gorman, who in 2021 became the youngest person to deliver a poem at a presidential inauguration when Joe Biden was sworn in, has written a poem for the woman who shot and killed by an ICE agent in Minneapolis yesterday.

Portland police arrest 6 protesters near ICE facility

The Portland Police Bureau said it arrested six people last night during a protest near an ICE facility in the south of the city. The force said it asked protesters to move to the sidewalk and stop impeding traffic at about 9 p.m. local time.

The arrests came after two people were shot by a Border Patrol agent in Portland, raising tensions after the fatal shooting of Renee Nicole Good in Minnesota on Wednesday.

The six people range in age from 24 to 48 and all were from the Greater Portland area, except one from neighboring Clackamas County, police said. They were booked on suspicion of second degree disorderly conduct.

The force said this brings the number of arrests related to ICE protests in the city to 79. The police statement added that charges can be brought at a later date against people who were not arrested on the scene.

‘They are attacking our neighbors,’ Minneapolis protester says

Hundreds of protesters marched in Minneapolis last night toward the location where a woman was fatally shot by ICE, as freezing rain poured down.

The crowd chanted, “Say Her Name! Renee Nicole Good!” and “Money for jobs and education, not for cops and deportation.”

Protester Caroline, 46, who asked that her last name not be used to protect her family’s safety, said: “It’s obviously not safe here. They are attacking our neighbors.”

Caroline said she felt tonight’s protest showed the spirit of Minnesota,

“This is our community. This is America. This is Minnesota,” she said.

Protester Muna Hassan, 28, echoed the sentiment.

“We’re just one people. We are here to protect each other as a community,” she said.

Trump said the driver nearly killed ICE officer with her car. Here’s what the videos show.

Videos of those moments, captured by witnesses’ cellphones and posted on social media, show how the confrontation escalated into gunshots that left a mother dead behind the wheel. The clips also contradict an account provided by President Donald Trump.

Trump, in a social media post hours after Wednesday morning's shooting, said the driver — later identified as Renee Nicole Good — “violently, willfully and viciously ran over the ICE Officer.” Homeland Security Secretary Kristi Noem accused the driver of trying to run the officer over, saying “she hit him” in “an act of domestic terrorism.” The agency called her a violent rioter. All said the officer fired in self-defense.

A close look at the videos shows that Good’s car did not knock down the officer, whose legs were to the side of the SUV as it moved by him while he fired. The officer walked away from the scene unassisted. Noem said he was treated at a hospital and released.

Comedian John Mulaney postpones Minneapolis show after shooting

Actor and comedian John Mulaney said tonight he is postponing shows planned for this weekend in Minneapolis following yesterday’s fatal shooting of a woman by an ICE agent.

Mulaney had been scheduled to perform at the Armory.

“What’s happening in your city is heartbreaking,” Mulaney wrote in a statement posted to social media.

He said he postponed the shows regretfully, because “it feels unfair to the audience” when the city is going through a challenging time.

“Still, I don’t feel comfortable asking thousands of people each night to leave their homes, gather at the venue, and then make their way home when the situation is so unsafe,” Mulaney wrote.

The tickets will be honored at the same venue in April, he wrote.
