HOUSTON — A substance investigators found in a van driven by a man fatally shot by ICE earlier this month was not an illegal narcotic, the Harris County District Attorney’s Office said Friday.

Johan Sebastián Durán Guerrero, who had recently celebrated his child’s third birthday, was remembered as a devoted family man “with many dreams to fulfill.”

President Donald Trump wrote that ICE should continue traffic stops. The agency had ordered a pause on the stops after they led to fatal shootings in Maine and Texas.

The administration’s pressure to increase arrests has put officers under “too much stress,” sources said, after two men who weren’t initial ICE targets were killed in less than a week.

A local advocacy group identified the victim as a 26-year-old Colombian man who was authorized to work in the U.S.

As global migration and right-wing movements increase, countries are adopting tougher immigration policies, sometimes mirroring Trump’s policies and rhetoric.

The attorneys say Anthony, convicted of fatally stabbing fellow student-athlete Austin Metcalf, was denied his constitutional rights; they also asked that the judge be removed from the case.

Police said the man turned his gun on the Tennessee National Guard members, who were deployed to the city by a Trump administration order last year.

Four appeals courts have ruled against the administration’s policy of mandatory detention, and two have backed it. The Supreme Court could hear the issue next.
