Flurry of diplomacy as Gulf nations seek Iran deal to reopen the Strait of Hormuz

DOHA, Qatar — There are few signs of activity outside, in the sweltering 104-degree heat that lends itself to the slow pace of a traditional Gulf summer. But inside the plush, air-conditioned state palaces and offices, a flurry of telephone calls and documents is exchanged in a frantic effort to bring an end to the war with Iran.
