The chaos in the streets around the University of the Witwatersrand in Johannesburg followed violent protests on the campus on Tuesday that forced the university's closure for the rest of the week. The demonstrators have been reacting to a government announcement that universities can increase fees by up to 8 percent next year.

Rahami was wanted in connection with blasts in New York and New Jersey. He was shot in the leg and possibly the arm but managed to shoot one police officer in the hand and another in a bulletproof vest during the 10:30 a.m. confrontation, law enforcement officials said.

The Israeli military said it has imposed restrictions on movement in and out of the village since Friday, when a Palestinian from the village rammed his car into Israeli civilians in the West Bank. The army initially imposed a complete closure on the village, except for humanitarian cases, and since Sunday has prohibited Palestinians between the ages of 15 and 30 from leaving.

Congo officials on Wednesday vowed to round up those they say are responsible for violence and looting during street clashes this week over a delayed presidential election. Dozens were killed.

Thousands took to the streets of Congo's capital, Kinshasa, on Monday to oppose an election delay which some call a plot by President Joseph Kabila to stay in power after his mandate expires in late December.

Authorities in Charlotte tried to quell public anger Wednesday after a police officer shot a black man, but a dusk prayer vigil turned into a second night of violence, with police firing tear gas at angry protesters. 

The second night of violent protests added Charlotte to the list of U.S. cities that have erupted in violence over the death of a black man at the hands of police.

Forces led by brigades from the western city of Misrata and supported since Aug. 1 by U.S. air strikes have surrounded militants in a gradually shrinking residential area in central Sirte after a four-month campaign.
