Police on Tuesday set off stun grenades and arrested about 30 students who were blocking access to the University of the Witwatersrand in Johannesburg. The students were reacting to a government announcement that universities can increase fees by up to 8 percent next year. In 2015, the government froze university fees for the current year after some of the biggest student protests in South Africa since the end of white minority rule in 1994.

The Turrialba volcano spews ash in Cartago, Costa Rica. The Costa Rican authorities suspended operations at the country's main airport Monday after the nearby Turrialba volcano erupted, sending a thick ash cloud into the sky. Turrialba erupted twice Monday, first at dawn and again just before noon. The second eruption sent an ash cloud 13,000 feet into the air.
