Man arrested near Republican National Convention had AK-47 pistol, 'Scream' mask and security uniform, authorities say

New details about the man with a gun arrested Monday near the Republican National Convention in Milwaukee have emerged.

A criminal complaint filed in Milwaukee County Circuit Court alleged that Donnell Tinsley, 21, was carrying a concealed AK-47 pistol without a permit, a "Scream" movie mask and an assortment of other items.

A Homeland Security Investigations special agent, who was patrolling the convention exterior Monday morning, noticed Tinsley walking about two blocks outside the vehicle screening perimeter of the RNC convention, authorities said.

He was wearing a ski mask and black gloves and carrying a large backpack that appeared heavy, police said.

The federal agent stopped Tinsley, who consented to a search of his backpack, where the agent immediately found the AK-47 pistol, known as a "Draco," authorities said. Asked whether he had a concealed carry permit, Tinsley admitted he did not, they said.

Also found in the backpack were a magazine fully loaded with rifle ammunition, a "Scream" movie mask, a flashlight, two sets of black gloves, a pair of sunglasses, an Allied Universal Security uniform shirt, two cans of spray paint and multiple empty designer marijuana bags, authorities said. Two cellphones were also found in Tinsley's pant pockets, they said.

After they confirmed that Tinsley did not have a permit to carry concealed weapons, federal law enforcement officers arrested him.

Court records show that Tinsley made an initial court appearance Wednesday morning. Attorney information was not yet available.

The arrest comes amid heightened security following Saturday's attempted assassination of former President Donald Trump in Pennsylvania. Trump was at the Republican convention Monday as the presidential nominee.

And on Tuesday, police fatally shot a man who they said was holding two knives about a mile from the convention center. Police said the incident was unrelated to the convention.

At least nine people have been arrested since the convention started Monday, Milwaukee police said Wednesday.

Three people were cited for disorderly conduct, two people were arrested and accused of carrying a concealed weapon and others were cited for trespassing or blocking public areas. An organizer with the liberal antiwar group Code Pink was arrested Tuesday after an incident involving Rep. Derrick Van Orden, R-Wis.
