City Won't Let Retired Cop Buy K-9 Partner

Matthew Hickey says he was ready to spend the money to get his beloved K-9, Buddy but city leaders say the dog is government property and can't be directly sold but has to be auctioned off instead. WTAP's Hannah Chenetski reports.
