Sen. Marco Rubio, R-Fla., is doing better than all his Senate colleagues at not voting, according to an analysis by the news site Vocativ, which worked with Govtrack.us. Using voting records of every sitting member of Congress, the site reported that Rubio has failed to cast 99 votes out of 1,198 votes taken during his four-years thus far in the Senate, for an 8.3 percent pass rate. The site did not consider the voting records of Sen. Mark Kirk, R-Ill., who missed votes because of a stroke, or Sen. John McCain, R-Ariz., who missed time for a presidential run. Rubio is considering a 2016 presidential run. Rubio spokesman Alex Burgos said in a statement sent to NBC News, it is not unusual to miss Senate votes. Because he is seriously considering the presidential run, Rubio is "taking the necessary steps to prepare a competitive campaign. As he travels the country talking about his agenda to help the middle class, there will be no doubt where he stands on any issues before the Senate," Burgos said. In the House, Rep. John Conyers, D-Mich., was the leader in absences. He is the longest and oldest serving member in the House.
