Wednesday on All In with Chris Hayes: On day nine of the government shutdown, Republicans found themselves backed into a corner. GOP members of Congress are stuck in a stalemate with Democrats and the President over the ongoing shutdown they started, while hundreds of thousands of Americans are feeling the economic effects. Wednesday morning, Rep. Paul Ryan swooped in to save the day. In an op-ed for The Wall Street Journal, the former GOP vice presidential nominee offered his words of wisdom on how to end the stalemate in Washington: President Obama must negotiate. Rep. Bobby Scott of Virginia and Sen. Sherrod Brown of Ohio, member of the Senate Finance Committee, will join Chris to talk about Ryan’s plan for a Grand Bargain.
Chris Hayes will also talk with Robert Costa, Washington, D.C. Editor for the National Review, about the battle within the GOP. Establishment Republicans and the Tea Party wing of the party are increasingly at odds over what direction to take in the budget battle, and it hasn’t been pretty.

Meanwhile, the GOP is accusing Obama and the Democrats of shutting down federal parks to “intentionally hurt the public,” as Republican Congressman Jon Barrasso said Tuesday.
