Oregon officials say vote-by-mail system improves security and turnout

20 years ago, Oregon became the first state to adopt an entirely vote-by-mail system. Every voter receives a ballot by mail that they can return through a post office or secure drop site. They can even ask for a text confirming their vote was counted.
