Violent crime spiking in D.C. while falling elsewhere in the nation

It's been a violent day in Washington, D.C. Three police officers were shot during a standoff with a barricaded suspect. It's the latest snapshot of an increasingly dire situation there. The District has seen a 39% spike in violent crime. NBC's Garrett Haake talks with the D.C. police chief about what might be driving it all.
