White House sees House Israel bill as 'a ploy' and 'not ... a serious effort' 

National Security Adviser Jake Sullivan says that security for Israel "should be sacred" and subject to politics. Sullivan says the White House supports a bipartisan deal underway in the Senate because it would "solve all of the major national security challenges" including support for Ukraine and the southern border.
