President Bush moved Tuesday to fill key Treasury Department openings, nominating Treasury veteran Randal Quarles to be under secretary for domestic finance and campaign aide Sandra Pack as assistant secretary for management.
Bush also nominated John Reich to be director of the Office of Thrift Supervision at Treasury. Reich has been vice chairman of the Federal Deposit Insurance Corporation's board.
Bush has come under fire for failing to fill several top jobs at Treasury at a time when his top legislative priorities have included overhauling Social Security and the tax code.
Though he recently nominated Tim Adams for the post of undersecretary for international economic policy, Bush has yet to name a deputy Treasury secretary or nominate assistant secretaries for financial institutions, tax policy, and intelligence and analysis.
Quarles has been serving as assistant Treasury secretary for international affairs. Before that, he was the U.S. executive director at the International Monetary Fund.
In addition to serving as assistant Treasury secretary for management, Pack will be designated chief financial officer, the White House said. She was chief financial officer of Bush's 2004 reelection campaign, and has served as assistant secretary of the Army.
