NEB Schedules Hearing for the Trans Mountain Firm Service Application

CALGARY, Alberta, March 25, 2011 (GLOBE NEWSWIRE) -- The National Energy Board (NEB or the Board) will be holding a public hearing to consider a Firm Service application submitted by Trans Mountain Pipeline ULC (Trans Mountain).

CALGARY, Alberta, March 25, 2011 (GLOBE NEWSWIRE) -- The National Energy Board (NEB or the Board) will be holding a public hearing to consider a Firm Service application submitted by Trans Mountain Pipeline ULC (Trans Mountain).

The oral part of the hearing process is scheduled to start at 10 am on Monday, 22 August 2011, in the Board's Hearing Room, 2nd Floor, 444 Seventh Avenue S.W., Calgary, Alberta.

In its application, Trans Mountain has listed a number of requests. Among them is the approval to implement Firm Service on the Trans Mountain pipeline system for deliveries to the Westridge marine terminal (Westridge) and the associated terms and conditions.

If approved, shippers signing Firm Service contracts would have guaranteed access to Westridge for their committed oil volumes.

The NEB has identified a number of issues for discussion during the hearing. These include, among others, the appropriateness of: offering some of the existing uncommitted capacity to Westridge's committed capacity; re-allocating a portion of the pipeline capacity from land destinations to Westridge; and the proposed use of the Firm Service Fee as a customer contribution toward pipeline improvements.

Any person wishing to participate in this hearing process may do so in one of two ways:

- by filing an application to intervene with the Secretary of the Board and serving a copy on Trans Mountain and its counsel by 21 April 2011; or

- by filing a letter of comment with the Secretary of the Board and serving a copy on Trans Mountain and its counsel by 17 June 2011.
