JFK teacher says denial of protest "dampens spirits"

The Department of Public Works recently denied a protest filed by the Guam Education Financing Foundation that questioned the way the winning company was chosen. GEFF contends that it was going to build a school twice as large as the one International Bridge Corporation intended to build for less. 
 
Concerns were also raised that IBC did not have adequate financing resulting in the Guam Economic Development Authority's efforts to secure financing for the company. KUAM News has confirmed DPW denied their protest and on Friday the GEFF filed an appeal with the Public Auditor. 
 
JFK teacher Angelo Andre says the appeal sets back the JFK project a little longer, telling KUAM News, "It kind of dampens the spirit and it kind of makes everyone frustrated. We were really looking forward to moving forward and looking forward to the new construction of the new JFK."
 
This is the second appeal filed in connection with the JFK contract award - the other filed by the Guam Community Improvement Foundation is already being heard.
