State prosecutor Rommel Moreo also said officials have arrested 21 inmate family members accused of clashing with police outside the jail and setting fire to two patrol cars.

And he added that six inmates accused of sparking the first riot have been transferred to another prison.

Family members argue conditions at the prison are deplorable and say guards often abuse the inmates.
