Sarkozy said France was encouraging China to restart talks with Tibet's spiritual leader, the Dalai Lama, before the Aug. 8-24 games. France will hold the rotating EU presidency at that time.

Sarkozy has suggested he might skip the opening ceremony in response to China's crackdown in Tibet. He said in a televised interview Thursday that he hopes to reach an accord on a possible boycott among EU's 27 member states.
