A spokesman for that Republican candidate, State Representative Joe Negron, says there will be an appeal. Democrats, who claimed signs would favor Republicans, applauded the ruling.

Foley resigned from Congress last month after being confronted with sexually explicit Internet communications he had with teens who worked on Capitol Hill as pages.
